一线行政人员身份建构的策略及其作用机理——基于工作现场的会话分析被引量：5

Strategies and Function Mechanism of Street-Level Bureaucrat’s Identity Construction——Conversation Analysis Basing on Frontline Worksite

摘要行政互动中的身份建构是街头官僚理论的经典议题,是理解一线行政人员的工作过程、组织环境和行为方式的重要途径。然而经典文献缺少对一线行政人员身份建构的全面描摹和深度理解,忽视了它在控制和支配当事人方面的影响。本研究对总时长超过800分钟的工作谈话录音进行了会话分析,研究发现:一线行政人员的身份建构包含对自我身份的强化建构和对当事人身份的弱化建构这样一个双向建构过程,前者主要采用命令发布策略、组织区隔策略和术语使用策略,后者主要采用目的要挟策略、裁量重置策略和程序改造策略。双向建构过程以及相应身份建构策略通过影响互动主体的权力和地位处境,将身份的建构性要素引向原有的结构性框架,进而实现身份优势的再巩固。在实践中应该通过保障当事人法定权利来平衡一线行政人员身份的结构性优势,提升互动的平等性和友好度。 Identity construction is classical issue of street-level bureaucracy theory.The lack of previous research on street-level bureaucrat is ignoring the induction and recognition of strategies in identity construction.It also doesn’t fully concern on the effect on controlling and dominating client.The research method is conversation analysis.The data is institutional talk between street-level bureaucrat and client in worksite.The length of record is over 800 minutes.Order issuing,organization segmentation and terminology using are strengthening strategies for constructing identity of bureaucrat while purpose threatening,procedure designing and discretion resetting are weakening strategies for constructing identity of client.The bidirectional construction process will take constructional elements to priori structural framework for consolidating identity superiority via affecting the power and status of interaction subjects.Protecting statutory rights of client ought to be carried out in order to balance the structural superiority of street-level bureaucrat’s identity.This research supplies a micro theory frame for understanding street-level administrative interaction.It interprets the action schema and its logic then presents some measures to balance street-level bureaucrat for the rights of client.At the same time,it is helpful to promoting indigenization of Chinese street-level bureaucracy research.
