基于社会网络模型的矿区土地污染治理利益相关者互动分析 被引量:1

The Interactive Analysis of the Stakeholders in the Mining Areas Based on Social Network Model

摘要 生态文明建设水平的提高,"绿色矿山"实施力度的不断增强,均提高了矿区生态环境保护和治理要求,政府和矿企等面临更严峻的治理局势。本文旨在理清不同层次的政府机构、矿企、农户和媒体等利益相关者在矿区土地污染治理过程中的互动关系及社会网络是否影响互动,并从社会网络角度提出对策建议。在利益相关者分类基础上,运用情景模拟法构建社会网络理论模型,分析利益相关者之间的互动状况和社会网络结构。结果表明,在矿区土地污染治理过程中,利益相关者之间在互动行为、社会网络密度和中心性存在差异,并且社会网络对利益相关者行为产生正面影响。针对分析结果提出对策建议,如媒体借助互联网平台及时客观地传递各方治理信息,并对治理进程和后期监管进行跟踪报道和披露,可提高公众治理参与度等。 The improvement of the level of ecological civilization construction and the continuous increase in the implementation of"green mines"have increased the requirements for ecological environmental protection and governance in mining areas.The government and mining enterprises are facing a more severe governance situation.The purpose of this article is to clarify the interaction between different levels of government agencies,mining enterprises,farmers and media and other stakeholders in the process of land pollution control in mining areas,whether social networks affect interaction,and put forward countermeasures from the perspective of social networks.Based on the classification of stakeholders,the scenario simulation method is used to build a social network theoretical model to analyze the interaction status and social network structure among stakeholders.The results show that in the process of land pollution control in mining areas,there are differences in interaction behavior,social network density and centrality among stakeholders,and social networks have a positive impact on stakeholder behavior.According to the analysis results,it is proposed that the media can pass the governance information of all parties in a timely and objective manner through the Internet platform,and track the reporting and disclosure of the governance process and later supervision,which can improve public governance participation.
