摘要
黄河流域面临水资源保障、水污染防治、水生态安全三重问题的挑战。《黄河保护法》已将“协同推进”列入基本原则。协同治理是实现黄河流域生态保护和黄高质量发展战略目标的客观需求和有效路径。在《黄河保护法》实施框架下,要充分运用协同理论,建立长效机制和体系,积极推进流域协同治理的法治体系建设,通过黄河流域协同治理的法治化助力黄河流域生态保护和高质量发展。
The Yellow River Basin is faced with three facets of challenges including water resources guarantee,water pollution control and water ecology security.“Coordinated advancement”has been incorporated as a basic principle into“The Yellow River Protection Law”.Coordinated governance is an objective demand for and an effective way to realizing the strategic goals of ecological protection and high-quality development of the Yellow River Basin.In the implementation framework of the Yellow River Protection Law,it is necessary to make full use of the coordination theory,establish long-term systems and mechanisms,and actively promote the construction of the legal systems for the coordinated governance of the river basin,so as to constitute to achieve ecological protection and high-quality development of the Yellow River Basin through the legalized paths for coordinated governance.
