摘要
西方的“民主协商”强调自由民主的讨论,强调参与者的平等和理性,但往往因为协商不一致而搁置了问题的解决方式。中国为改善治理、强化权威以及增加合法性而设计出来的协商形式被视为与西方民主对立的“威权协商”。本文借助武汉城市留言板这一个案,选用“响应式协商”的概念,摆脱民主协商与威权协商在意识形态方面的二元对立,考察响应式协商在中国地方网络公共空间中运作的一致性与异质性。研究发现,市民往往会将个人与群体诉求作为留言主要内容,而平台与政府更希望收到共性的公共利益留言;“城市留言板”通过把关审核、只允许一事一议以及职能部门直接参与回复的方式来树立平台的权威性;针对职能部门的考核机制能够激发其办理与反馈的积极性。
“Democratic deliberation”in the West emphasizes freedom and democratic discussions,and also emphasizes the equality and rationality of participants.However,the solution to the problem is often put on hold because of inconsistent negotiation.The deliberation model is adopted in China,which is designed to improve governance,strengthen authority and increase legitimacy is regarded as“authoritarian deliberation”,which is in opposition to western democracy,The article proposes the concept of“responsive deliberation”and uses Wuhan urban message board as a research case to get rid of the ideological duality between democratic deliberation and authoritarian deliberation.This article verifies the consistency and heterogeneity of the operation of Responsive deliberation in the local network public space.The study shows that citizens tend to use individual and group appeals as the main content of their messages,while platforms and the government prefer to receive messages of common public interest;urban message boards are checked and reviewed,allowing only one discussion for each issue,and direct participation by functional departments in replying to establish the authority of the platform;the assessment mechanism for functional departments can stimulate their enthusiasm for handling and feedback.
