政务服务“网上办、不见面”是应对突发疫情的必然选择 被引量:5

摘要 新冠肺炎疫情的暴发给各级政务服务带来严峻考验。全国各地政务服务中心在应对疫情中显示了"互联网+政务服务"改革的初步效果。"网上办、不见面"成为政务服务战"疫"的常态。本文重点关注了疫情期间各地政务服务"网上办、不见面"的具体举措,并从发挥政务服务部门统筹"放管服"改革作用、加大推进数据共享业务协同力度、切实提高网上审批"实办率"、进一步消减行政管理事权、推行实体大厅标准化管理运行、提高敏锐性有效性防止市场监管失灵等方面提出了提升政府治理能力长效机制的相关建议。 The outbreak of COVID-19 has seriously tested government services at all levels.In response to the epidemic,government service centers began to reform through the use of the internet. " Working online" has now become the norm for government services.This article focuses on the specific measures for remote government services during the epidemic and puts forward six suggestions to improve this mechanism for long-term government governance.The measures give full play to the role of government service departments in the reform of " delegating services",strengthening coordination of data sharing,increasing the implementation rate for online approvals,further reducing administrative powers,promoting the standardized management of physical halls,improving acuity and effectiveness,and preventing market supervision failures.
