低碳视角下城市冷链物流配送系统优化决策研究 被引量:14

Research on Optimization Decision of Urban Cold Chain Logistics Distribution System from the Perspective of Low Carbon

摘要 日益增长的低碳冷链物流需求,迫切需要政府出台合理的碳排放权交易和新能源冷藏车补贴政策,引导冷链物流企业购置新能源冷藏车代替燃油冷藏车。运用双层规划方法构建了低碳冷链物流配送系统优化决策模型,上层为政府目标,追求整体冷链配送系统总成本最小化;下层为冷链物流企业目标,追求企业成本最小化。用混沌粒子群算法求解了该模型,并将此方法应用于W市冷链物流配送系统优化决策,得到了联合采用新能源冷藏车补贴和碳排放权交易政策比单独采用其中之一更能有效促进企业节能减排等结论,以期为政府和企业决策提供科学的依据,为提高整个社会的节能减排提供一定的思路。 With the increasing demand for low-carbon cold chain logistics,it is urgent for the government to introduce a reasonable subsidy policy for new energy refrigerated vehicles and carbon emissions trading policy to guide cold chain logistics enterprises to purchase new energy refrigerated vehicles instead of fuel refrigerated vehicles.A decision-making model of low-carbon cold chain logistics distribution system was established by using the method of double-level programming,the upper level was the goal of the government to minimize the total cost of the whole cold chain distribution system;the lower level was the goal of the cold chain logistics enterprise to minimize the cost of the enterprise.Chaotic particle swarm optimization(CPSO)was developed to improve this model,and this method was applied to the decision-making of cold chain logistics system in W city.The combination of subsidies and carbon emissions trading policies for new energy refrigerated vehicles is more effective than one of them alone in promoting energy conservation and emission reduction of enterprises.The result can provide a scientific basis for government and enterprise decision-making,and improve the energy saving and emission reduction of the whole society to provide some ideas.
