摘要
德治是共识凝聚、教育感化、榜样示范以及精神引领基础上的柔性治理方式,对于流动性、动态性和边界模糊性为典型特征的城市社区治理具有重要作用。贵州历来重视城市社区治理中的德治实践,无论是忠孝传家的伦理治理、民间约定的共识治理还是榜样示范的贤能治理,都具有德治的意蕴并具有广泛的实践基础和发展成效。但同时也还存在基层重视程度不够、创新手段不多以及让位于刚性治理、技术治理等问题。贵阳市白云区的德治实践最具综合性和代表性,其基于伦理引领、诚信示范、道德劝善和共识凝聚基础上的德治实践,不仅蕴含了城市社区治理的内核要义,同时为贵州城市社区探索了柔性治理的经验典范,具有启发意义。
Morality governance is a flexible governance mode on the basis of consensus cohesion,educational influence,model demonstration and spiritual guidance,and plays an important role in urban community governance with typical characteristics of mobility,dynamics and boundary ambiguity.Guizhou has always attached great importance to morality governance in urban community governance.The ethical governance of filial piety,consensus governance and model governance have the implication of virtue with broad practice foundation and development results;however,problems still exist in the grassroots districts,such as personnel’s insufficient attention and lack of innovative means;in these districts,officers paid much attention to replying on the rigid governance and technical governance.The practice of morality governance in Baiyun District,Guiyang City is the most comprehensive and representative one.The practice of morality governance based on ethics guidance,integrity demonstration,moral persuasion and consensus cohesion not only contains the core essence of urban community governance,but also explores the experience model of flexible governance for urban communities in Guizhou,which has enlightening significance.
