摘要
中缅边境世居跨境民族毗邻而居,相互影响,边民流动频繁是边境安全的重要影响因素。随着中缅两国边境地区社会、经济、文化的不平衡发展,特别是缅北民族武装冲突长期存在的影响,中缅跨境民族人口的非法、无序流动加剧,导致德宏州非法入境、非法滞留、非法务工等"三非"问题非常突出,且有向国内蔓延的趋势,影响国家安全、边疆稳定和民族团结。"三非"本质上就是一个社会治理的问题,需要在中缅两国友好的前提下,通过双方合作实现妥善处置。笔者通过实地调研、文献分析等方法,探讨边境地区涉外事务的管理机制创新,以有效缓解和降低边境"三非"问题影响,保障和促进边境地区的安全稳定和民族团结。
The border security between China and Myanmar is influenced by the ethnic groups living close to each other.The frequent flow of border residents is an important factor affecting the border security.As the sino-burmese border the unbalanced development of social,economy and culture,especially north myanmar long-standing ethnic armed conflict,the influence of the sino-burmese increased mobility of illegal cross-border ethnic population,chaos,result in dehong prefecture illegal entry,illegal detention,such as illegally"three not"problem is very outstanding,and has the trend of spreading to the domestic,affect national security,frontier stability and national unity.In essence,"Three Illegal Issues"is an issue of social governance,which needs to be properly handled through bilateral cooperation under the premise of friendship between China and Myanmar.Through the methods of field research and literature analysis,the author discusses the innovation of the management mechanism of foreign affairs in the border areas,so as to effectively alleviate and reduce the impact of the"three non"issues in the border areas,and ensure and promote the security,stability and national unity in the border areas.
