摘要
受台风“杜苏芮”北上影响,7月29日至8月2日,京津冀地区遭受特大暴雨袭击,造成了严重的人员伤亡和财产损失。灾情发生后,通过对永定河卢三区间5条支沟实地查勘洪痕和漫溢情况,走访当地百姓,利用雨量站小时降水过程统计分析降水量及其重现期,采用水力学方法分析计算入河流量等,对卢三区间“23·7”流域性特大洪水进行调查分析。在分析暴雨洪水成灾原因的基础上,反思河道治理存在的问题并提出对策,为今后河道治理和管理提供参考。
Affected by typhoon"Doksuri",the Beijing-Tianjin-Hebei regions experienced severe torrential rains from July 29th to August 2nd,resulting in significant casualties and property losses.After the disaster,an on-site investigation was conducted about the flood traces and overflow situations in the five tributaries within Lugouqiao and Sanjiadian range along Yongding River.Local residents were interviewed,and the rainfall data from hourly precipitation processes were statistically analyzed for rainfall volume and recurrence intervals using rainfall stations.Hydraulic methods were employed to calculate river inflow,to investigate and to analyze the"23·7"watershed's exceptionally large-scale flooding within Lugouqiao and Sanjiadian range.Based on the analysis of the causes after the disastrous effects of torrential rains and floods,reflections were made on the issues existing in river channel management and corresponding strategies were proposed.This study served as a reference for future river channel governance and management.
