摘要
2023年7月29日至8月2日,北京市出现极端强降雨过程,永定河发生特大洪水。为复盘洪水防御工作,进一步提升永定河防洪能力,介绍了“23·7”永定河特大洪水雨情、水情、灾情以及重要水利工程调度情况,分析了洪水应对过程中暴露的问题,包括防洪工程、水文设施、通信设施、预报调度、避险转移等方面,并提出有针对性的对策,可为永定河防洪能力提升提供借鉴和参考。
A historically heavy rainfall event occurred in Beijing from 29 July to 2 August in 2023,resulting in a catastrophic flood in Yongding River.In order to review the flood defense work and Improve the flood control capacity of Yongding River,This article introduced the“23.7”major flood event from Yongding River,which included the detailing rainfall,water conditions,disaster situations,and the status of critical hydraulic engineering operations.It analyzed the exposed issues during flood response,which included the flood control projects,hydrological facilities,communication infrastructure,forecast scheduling,and evacuation measures.Finally,this study proposed the targeted recommendations that could serve as valuable references for enhancing flood prevention capabilities along Yongding River.
