Collaborative Governance of Multiple Subjects of Non-Olympic Sports

摘要现今中国的体育领域面对诸多的治理问题,而协同治理的提出,为体育事业改革提供了新思路。非奥运项目作为提升国民体质的有利手段,理应得到治理的优先权,但其发展涉及多元治理主体,原有的管理模式早已表现出不适性。主要采用文献资料法,以非奥运项目多元主体为研究对象,同时结合协同治理理论的运用,提倡采用多元主体协同治理的手段来改善非奥运项目的发展问题,其能够很好地解决目前单一主体高度集权、多元主体协同缺失、治理主体职能缺位和利益诉求机制不畅等一系列困境。基于此,提出政府负责、市场参与、社会组织优化、学校辅助的多元主体协同治理路径,与国家政策方针和体育治理转变的方向保持一致的同时,彰显其时代性和重要的研究价值,从而实现非奥运项目的治理现代化和可持续发展。 Nowadays,China’s sport is challenged by many governance problems.Meanwhile,the proposal of collaborative governance provides a new idea for the reform in sports.Being a favorable means to improve the national fitness level,non-Olympic sports should be given priority in governance.However,its development involves multiple governance subjects,and the original management model has already shown discomfort.This paper mainly uses the method of literature review,takes the multi-agent of non-Olympic events as the research object,and at the same time,combines the application of the theory of collaborative governance,advocates the means of multi-agent collaborative governance to improve the development of non-Olympic events,which can solve a series of dilemmas,such as the high centralization of single subject,the lack of coordination of multiple subjects,the lack of function of governance subjects and the unsmooth mechanism of interest appeal.Based on this,the authors put forward a multi-agent collaborative governance path with government responsibility,market participation,social organization optimization and school assistance,which is consistent with the national policies and the direction of sports governance transformation,and highlights its epochal and important research value,so as to realize the governance modernization and sustainable development of non-Olympic events.
