摘要
“数字丝绸之路”是新时代中非区域合作的创新性合作路径,也是数字经济发展与共建“一带一路”倡议的有机结合。中非共建“数字丝绸之路”将深化中非数字互联互通,为中非数字经济发展注入新动能。源远流长的中非关系与“一带一路”倡议、中非合作论坛等合作平台为中非共建“数字丝绸之路”提供了坚实的政治基础,助推了中非共建“数字丝绸之路”的进程。非洲数字经济蕴含巨大发展潜力,但目前存在数字基础设施滞后、数字创新人才匮乏、数字治理能力低下等问题。中非双方亟需推动数字基础设施建设合作、拓宽数字人才培养的渠道、共同制定数字经济治理体系以推动中非“数字丝绸之路”建设行稳致远。
The construction of the China-Africa Digital Silk Road is an innovative cooperation path for China-Africa regional cooperation in the new era,and an important part of the Belt and Road Initiative.The good bilateral relations and cooperation mechanisms such as the Forum on ChinaAfrica Cooperation(FOCAC)have provided a good political foundation for ChinaAfrica digital economy cooperation,and the complementarity between China's advantages in digital economy cooperation and Africa's digital transformation needs has provided the feasibility of China-Africa digital economy cooperation.Africa's digital economy has great potential for development,but it still faces huge development challenges in terms of infrastructure,digital talent,and governance mechanisms.China and Africa urgently need to promote cooperation in digital infrastructure construction,broaden the channels for cultivating digital talents,enhance people's digital literacy and awareness,and create a fair and reasonable cooperation environment,so as to promote the steady and long-term development of the China-Africa"Digital Silk Road".
