摘要
农村集体化时期的男女同工同酬政策实践,是国家动员农村劳动力资源、增强经济建设能力、促进社会性别平等的建构性过程。这一政策的实施是国家与地方性知识互动与互构的过程,体现了地方行政力量在效率目标和性别平等价值两者张力中的权变与调适。国家建构嵌入改造地方性知识,地方性知识适应并影响国家建构:一方面,国家实行男女同工同酬政策是对乡土社会性别文化的重新建构;另一方面,地方性知识的潜在能量软化男女同工同酬的政策实施效度,在执行中呈现出局部的"同工同酬"、"同工不同酬"和大面积的"不同工不同酬"并存的状态。国家建构与地方性知识在政策执行中的互构和妥协,构成了集体化时期农村男女平等的渐进性改进。
The practice of equal pay policies for men and women for Equal work during the period of collectivization in rural areas is a constructive process in which the country mobilizes rural labor resources,enhances its capacity for economic development,and promotes gender equality.The implementation process of this policy is a process of interaction and mutual construction of country and local knowledge,embodying the change and adaptation of local administrative forces in the tension between efficiency goals and gender equality values.The national construction embeds and transforms local knowledge,and local knowledge adapts to and influences national construction:On the one hand,the state implements the policy of Equal pay for men and women for work of equal value is to reconstruct the gender culture in rural areas;on the other hand,the potential energy of local knowledge softens the implement validity of this policy.In the implementation,there is a state of co-existence of partial"equal pay for equal work","unequal pay for equal work",and large-area"different pay for different work".The mutual construction and compromise of state construction and local knowledge in the implementation of policies constitute a gradual improvement of the equality of men and women in rural areas during the period of collectivization.
