摘要
高校征兵是国防建设的必然要求,也是新时代提高兵员素质、加强军队建设的重要举措。推进国防和军队现代化要求兵员素质与建设需求精准匹配,做好征兵精准动员工作是贯彻落实总体国家安全观的必然要求。双驱动四征集,以改革、创新为双驱动力,以系统征集、依法征集、综合征集、源头征集为具体方式,力求实现精准征兵的最大综合效益。
Conscription in colleges and universities is an inevitable requirement of national defense construction,and also an important measure to improve the quality of soldiers and strengthen the army construction in the new era.The advancement of national defense and army modernization calls for high quality soldiers to precisely match the construction needs,and carrying out good conscription and precise mobilization is a specific action to implement the overall national security concept at present.During the conscription process,the reform and innovation are the two driving forces,and four kinds of governance model should be adopted,namely systematic recruitment,legal recruitment,comprehensive recruitment,and source recruitment to realize the maximum comprehensive benefits of precise recruitment.
