摘要
针对如何利用自然资源调查监测数据开展综合分析评价的问题,该文以盱眙县为试验区,提出了一套数据可获取、技术可操作、模式可推广的自然资源综合评价技术示范体系。通过对数据基础与应用服务的梳理和衔接,采用迭代优化技术,构建了涵盖数量、分布、变化的自然资源单项评价指标体系和涵盖禀赋、利用、保护的综合评价指标体系,集成综述性评价和综合指数法,探索了试验区专题评价方法,实现对各类自然资源的摸底、自然资源综合水平的衡量、可持续发展限制因子的识别等。基于试验区示范表明:该体系有效衔接了调查监测数据,能够支撑“调查—监测—评价—应用”一体化数据流转,研究成果可为国家层面或其他地区提供自然资源综合评价技术参考,评价成果可以应用于自然资源管理、国土空间规划等多项业务领域。
Aiming at the problem of proceeding synthesize analysis and evaluation based on the results of natural resource investigation and monitoring,a corresponding evaluation system which is data-available,technique-operational,and mode-applicable was proposed in this paper by taking Xuyi County as the experimental region.To construct this system,an iterative optimization method was adopted,and the fundamental data and application service were connected.The proposed system included two parts,namely the single evaluation index system and comprehensive evaluation index system.The former covered quantity,distribution,variation,and the latter covers endowment,utilization,prevention.On this basis,both integrated quantitative evaluation and synthetically index method were applied to explore thematic evaluation approaches of the experimental region,which could realize a thorough survey of natural resources,measure the general level of these resources,and identify the limiting factors of sustainable development.The demonstration scheme validated that this system could combine different monitoring data effectively,support an integrated data transfer of investigation,monitoring,evaluation and application,provide references for the natural resource comprehensive evaluation in other regions,and be further applied in the fields of natural resource management and territorial spatial planning.
