Xi Jinping’s Important Exposition on Ecological Security and the Construction of Ecological Security System

摘要生态安全是国家总体安全的组成部分,是习近平生态文明思想的重要内容,是我国人与自然和谐共生、经济社会持续健康发展的重要保障。作者在系统梳理习近平生态文明思想的基础上,深入理解习近平总书记关于生态安全的重要论述及新时代生态安全涵义,立足于我国生态安全体系建设背景与意义,提出生态安全体系建设思路与框架,建议加强自然生态系统良性循环维护,加快推进国土空间开发格局优化、落实生态保护红线边界和主体责任、筑牢国家生态安全屏障、湿地与河湖保护修复行动、水土保持与荒漠化治理、维护海洋命运共同体、生物多样性保护行动;构建生态环境风险防范法治体系、生态环境风险评估技术标准体系、生态环境风险常态化监测督查体系、突发生态环境风险事件应急管理体系。政策层面应明确安全体系建设重点及目标,落实生态安全责任,加强生态安全基础建设,严格风险源监管,分类分区有序推进生态安全体系建设。 Ecological security has been an integrated part of national safety and the important content of Xi Jinping Thought on the ecological civilization. It’s also a significant guarantee for harmonious coexistence between humans and ecology and provides sustainable and healthy development for the economy and society. Based on systematically combing Xi Jinping Thought on the ecological civilization, the author developed a deep understanding of Xi Jinping’s important exposition on ecological security and the meaning of ecological security in the new era. Based on the background and significance of the construction of ecological security system in China, the author offered the thought and framework for ecological security system construction. Besides, the author suggested to enhance the maintenance of virtuous cycle of ecosystems, accelerate the optimization of territorial space development pattern, implement the red line boundary and primary responsibilities for ecological protection, strengthen national ecological security barrier, protect and restore wetland and river water, take water and soil conservation actions, control desertification, safeguard maritime community with a shared destiny, and take actions of biodiversity conservation. The author suggested building the ecological environmental risk prevention and control legal system and technically assessing system, regularizing monitoring and supervision system, and the emergency management system. As for the policy aspect in terms of ecological security, the key points and objectives for the system construction should be clearly defined that the responsibility should be fulfilled, the infrastructure should be strengthened, and the supervision of risk sources should be strictly enforced. To sum up, classification and subdivision should be prompted in order, allowing for a better ecological security system.
