摘要
基于新型城镇化综合试点政策构建了一个准自然实验,利用2010-2018年全国市辖区统计数据、运用多期DID分析方法,对新型城镇化试点政策在高质量发展阶段的成效以及新型城镇化对新发展格局的推动机制进行了研究。研究发现,新型城镇化试点政策能够有效达成推动高质量发展的政策预期,对稳就业、增加居民收入、提升交通效率、优化宜居环境、提高教育质量有一定的促进作用,但由区位优势、虹吸效应导致的发展失衡现象依然存在。试点政策产生的内需拉动效果远大于投资驱动,表明新型城镇化试点政策对加快形成以国内大循环为主体、国内国际双循环相互促进的新发展格局起到了重要的支撑作用。
A quasi-natural experiment was constructed based on the comprehensive pilot policy of new urbanization,using the statistical data of municipal districts across the country from 2010 to 2018 and the multi-period DID analysis method to evaluate the policy effectiveness of the new urbanization pilot in the high-quality development stage and the effect of the new urbanization on the new.The driving mechanism of the development pattern was studied.The study found that:the new urbanization pilot policy has effectively achieved the policy expectations of promoting high-quality development,and has a certain promotion effect on stabilizing employment,increasing residents’income,improving transportation efficiency,optimizing the livable environment,and enhancing the quality of education.The development imbalance caused by the effect still exists.The domestic demand stimulating effect produced by the pilot policy is far greater than the investment drive,indicating that the new urbanization pilot policy has played an important supporting role in accelerating the formation of a new development pattern with the domestic cycle as the main body and the domestic and international dual cycles promoting each other.
