土地财政如何影响城市环境质量?——基于地级及以上城市面板数据的空间计量分析被引量：2

How does Land Finance Affect UrbanEnvironmental Quality?

摘要 "高烧不退"的土地财政和日益严峻的环境压力共同成为现阶段中国城市发展的重要特征。那么,两者究竟有何关联?本文系统构建了土地财政对城市环境质量的作用机制,并运用空间杜宾模型对中国283个地级及以上城市面板数据进行实证分析。结果显示,土地财政在城市基础设施建设和资本密集型工业发展领域的偏向型配置,不仅对本市和周边城市环境质量产生了明显的抑制作用,而且还通过抑制产业结构升级削弱了本市和邻市产业结构调整的环境质量提升效应。进一步分析发现,城市规模越大,土地财政对城市环境质量和产业结构升级的抑制作用越小,产业结构升级就越有利于发挥环境质量提升效应;反之,土地财政对产业结构升级效应及环境质量的抑制作用就越明显。本文结论可为进一步优化地方政府财政发展模式、促进经济结构调整和经济可持续发展提供有益借鉴。 “High fever”of land finance and deteriorating environmental quality become the important characteristics of the development of Chinese cities.This paper systematically summarizes the mechanism of the effect of land finance on urban environmental quality,and uses spatial Durbin model to make an empirical analysis employing the panel data of prefecture level or above cities during the year 2003-2015.The results show that,based on the incentives of fiscal maximization and political promotion,the land finance expansion not only has an inhibitory effect on urban environmental quality through the biased allocation of urban infrastructure construction and the capital intensive industry development,but also weakens the promotion effect of industrial structure adjustment on urban environmental quality.Further analysis shows that,the larger the size of the city is,the less the inhibitory effect of land finance has on the urban environmental quality and the upgrading of industrial structure,and the more the upgrading of the industrial structure is beneficial to the effect of improving the environmental quality.Otherwise,the more significant the inhibitory effect of land finance has on the upgrading effect of industrial structure and the environmental quality.The conclusion of this paper can be used as a useful reference for further optimizing the local government financial development model and promoting the adjustment of economic structure.
