摘要
为加快融入"一带一路"建设和努力贯彻党中央对新一轮东北振兴指导精神,辽宁省必须在控制能源消费总量和能源消费强度的同时,提高能源发展的质量和效率。本文从地级市层面出发,把环境污染造成的非期望产出纳入能源效率评价体系,将超效率模型与三阶段DEA结合,研究了辽宁省14个地级市2009~2017年全要素能源利用效率,同时考察各地级市的投入与产出松弛量,剔除外部环境因素后对其全要素能源效率影响因素进行分析,最后把调整后的投入产出数据再次运用超效率DEA分析全要素能源利用效率。结果显示,辽宁省各地级市全要素能源效率均发生不同程度的变化,四大地理区域中辽西区域降低最为明显。产业结构、能源消费结构、技术进步因素对辽宁省全要素能源效率的提升存在促进作用,对外开放水平影响不显著,而社会经济发展水平对能源效率的提升存在抑制作用。因此,辽宁省可通过优化能源消费结构、调整产业结构、加快节能减排技术研发等措施提高全要素能源利用效率。
In order to accelerate the integration into the ‘Belt and Road’ construction and strive to implement the central government's guidance for the new round of Northeast revitalization, Liaoning Province must improve the quality and efficiency of energy development while controlling total energy consumption and energy consumption intensity.Starting from the prefecture-level city level, this paper innovatively incorporates the undesired indicators caused by environmental pollution into the energy efficiency evaluation system, and combines the super-efficiency model with the three-stage DEA to study the 2009-2017 full factors of 14 prefecture-level cities in Liaoning Province Energy utilization efficiency, while investigating the input and output slack of each level city, after removing external environmental factors, analyze its energy efficiency influencing factors, and finally analyze the total factor energy utilization efficiency through the adjusted input and output again using super efficiency DEA.The results show that the energy efficiency of all cities in Liaoning Province has changed to varying degrees. Among the four major geographic regions, the decline in the western Liaoning region is the most obvious. The industrial structure, energy consumption structure, and technological advancement factors play a positive role in the energy efficiency of Liaoning Province, and the level of opening up to the outside world is not significant, while the socio-economic development level has a restraining effect on energy efficiency.Therefore, Liaoning Province can improve energy efficiency through measures such as optimizing energy consumption structure, adjusting industrial structure, and accelerating technology research and development.
