中国休闲农业和乡村旅游的政策演进与内容评估被引量：7

Evolution Analysis and Content Evaluation of Chinese Leisure Agriculture and Rural Tourism Policies

摘要本文以1998年以来国家层面出台的休闲农业与乡村旅游政策文件为研究对象,采用内容分析法,构建政策工具—政策目标价值二维分析框架,对我国休闲农业与乡村旅游政策文本进行量化研究。研究表明:政策数量总体上呈现出显著的波动增加趋势,发文部门逐渐多元化,政策制定越来越注重部门间的协同性,政策文本形式主要以通知意见为主;政策工具使用结构存在明显非均衡性,环境型政策工具占绝对主导地位,供给型政策工具使用相对不足,需求型政策工具则严重缺位;不同阶段的休闲农业和乡村旅游政策在政策工具选择上存在差异化特征,整体上呈现出由单一、失衡向多元、均衡转变的态势。未来,需要持续增强政策工具使用的均衡性和协调性,注重政策工具内部结构的优化和完善,构建多元主体广泛参与的政策实施机制。 Taking the policy documents on leisure agriculture and rural tourism at the national level since 1998 as the research object,this paper adopts content analysis method to conduct statistical analysis of China's leisure agriculture and rural tourism policies from the two dimensions:basic policy tools and policy target value.The research shows that:The number of policies shows a significant trend of increasing volatility,the departments of publishing are increasingly pluralistic,the policy makers pays more and more attention to the coordination between departments,and the form of policy text is mainly notice and opinions;There is an obvious imbalance in the application of policy tools where environmental policy tools play an absolutely dominant role,supply policy tools are relatively insufficient,and demand policy tools are seriously absent;The policies of leisure agriculture and rural tourism in different stages have different characteristics in the choice of policy tools,and on the whole show a trend of changing from single and unbalanced to diversified and balanced.Therefore,it is necessary to continuously enhance the balance and coordination of the use of policy tools,pay attention to the optimization and improvement of the internal structure of policy tools,and build a policy implementation mechanism with wide participation of multiple subjects.
