摘要
近年来,国际政治与经济形势日趋复杂与严峻,战略性矿产资源的供应安全问题显得尤为重要。镍矿资源是重要的战略性资源,中国镍金属消费量约占世界的58%,但中国镍资源储量不足,无法持续支撑国内巨大的镍消费需求,供应安全问题尤为突出。然而,中国却通过红土镍矿冶炼技术的研发、生产工艺的发展、在印度尼西亚大规模的产业链投资,与印度尼西亚形成相互依存、紧密合作的关系,较大程度上保障了中国镍资源的供应安全。本文详细解析了中国镍资源供应战略及其成功之处,这为当前战略性矿产资源安全战略的研究提供了独特的视角与鲜活的案例。
In recent years,the international political and economic situation is becoming more and more complex and severe,and the supply security of strategic mineral resources is particularly important.Nickel mineral resources are important strategic resources.China’s nickel metal consumption accounts for about 58%of the world’s total.However,China’s nickel resource reserves are insufficient,which cannot sustain the huge domestic nickel consumption demand,and the issue of supply security is particularly prominent.However,through the research and development of unique laterite nickel smelting technology,the development of production process,and large-scale investment in Indonesia’s industrial chain,China has formed a relationship of interdependence and close cooperation with Indonesia,thus ensuring the security of China’s nickel resource supply to a large extent.This paper analyzes China’s nickel resource supply strategy and its success in detail,which provides a unique perspective and a fresh case for the current study of strategic mineral resource security strategy.
