摘要
随着中国特色社会主义进入新时代,我国收入分配问题已转化为国家治理的内在任务;推进收入分配制度改革,创新分配治理方式也已成为在高质量发展中推进共同富裕的重要一环。以促进共同富裕为目标要求,我国收入分配治理的现行格局在初次分配精准性、二次分配有效性和三次分配系统性等问题上,还需要有新的突破。为此,新发展阶段收入分配治理现代化的路径创新,应围绕“健全收入分配宏观调控体系”、“推进城乡基本公共服务均等化”及“统筹城乡社会保障制度改革”三大方面来展开。
As socialism with Chinese characteristics has entered a new era,the problem of income distribution in China has been transformed into an inherent task of national governance.Promoting the reform of the income distribution system and innovating the way of distribution governance has also become an important part of promoting common prosperity in high-quality development.With the goal of promoting common prosperity,the current pattern of China’s income distribution governance needs to make new breakthroughs in issues such as the accuracy of primary distribution,the effectiveness of secondary distribution,and the systematicness of tertiary distribution.To this end,the path innovation for the modernization of income distribution governance in the new development stage should focus on three major aspects:“improving the macro-control system for income distribution”,“promoting the equalization of basic public services in urban and rural areas"and"coordinating the reform of urban and rural social security systems”.
