摘要
产品伤害危机的频繁发生会给消费者带来严重的人身健康和财产风险,也会引发产品召回事件的发生,而涉及国际贸易领域的产品召回更会给国内生产企业和政府带来不可忽视的影响。本文重点关注政企协同背景下的缺陷产品认定和召回程序,研究国内外产品召回管理和风险评价体系现状,并以2013—2020年欧盟召回中国消费品的数据为例进行分析,提出建立以风险要素识别、风险溯因、风险损失判断、风险控制、风险量化为核心的产品伤害风险分析体系,完善产品召回风险评价技术,并提出构建以“管标准、管技术、管质量、管日常、管人员”为核心要素的政企协同产品监管体系,从而提高我国消费品生产与销售过程中的质量监管效果。
The frequent occurrence of product harm crises has brought serious personal health and property risks to consumers,resulting in frequent product recalls,and product recalls involving international trade have brought serious risks to domestic manufacturers and government.This paper focuses on identification of defective product and recall procedures under the background of government-enterprise collaboration,studies the current status of product recall management and risk assessment systems at home and abroad,and takes the recall data of consumer goods in China and Europe from 2013 to 2020 as an example to establish a product risk analysis process centered on risk factor identification,risk traceability,risk loss judgment,risk control,and risk measure,which improve product recall risk assessment theory.Based on this,it puts forward a government-enterprise collaborative product supervision system with“management standard,management technology,management quality,management routine and management personnel”as the core elements,so as to improve the quality supervision effect in the production and sales of consumer goods in China.
