摘要
为贯彻落实中共中央、国务院关于依托黄金水道推动长江经济带发展的要求,发挥农业开发综合性、跨区域、资金和项目管理有机结合等优势,湖北省财政厅申请亚洲开发银行贷款,开展湖北省长江绿色生态廊道建设项目。以湖北省松滋市为例,通过对开工前后项目区水质与土壤各项指标变化情况分析,评估项目建设的环境效益。结果表明,项目开工建设对水质中的氨氮、BOD、总磷的降低有重要作用,较开工前其指标最大降低率分别为328.99%、73.68%、814.29%;项目开工建设对土壤中总氮指标的降低有一定影响,较开工前其指标最大降低率为38.19%。受工程建设对表层土的扰动,土壤有机质有所降低。同时,受季节性作物施肥影响,水质中的总氮、COD及土壤中的总磷指标较开工前有一定增大。该项目建设对当地生态环境改善具有重要的积极作用,环境效益明显。
In order to implement the requirements of the CPC Central Committee and the State Council on promoting the development of the Yangtze River Economic Belt by relying on the Golden Waterway,and give full play to the advantages of comprehensive agricultural development,cross-regional development,and the organic combination of capital and project management,the Department of Finance of Hubei Province had applied for a loan from the Asian Development Bank to carry out the construction project of the green ecological corridor along the Yangtze River in Hubei Province.Songzi City in Hubei Province as an example was taken to evaluate the environmental benefits through the changes of water quality and soil indicators in the project area before and after the construction.The results showed that the construction of the project had an important effect on the reduction of ammonia nitrogen,BOD and total phosphorus in water quality,and the maximum reduction rates were 328.99%,73.68%and 814.29%,respectively,compared with those before the construction.The project construction had a certain impact on the reduction of total nitrogen indexes,and the maximum reduction rate was 38.19%.Soil organic matter decreased under the influence of disturbance of project consttuction,and under the influence of seasonal crop fertilization,the indexes of total nitrogen,COD in water quality and total phosphorus in soil increased to a certain extent compared with those before construction.The construction of this project played an important and positive role in improving the local ecological environment,and the environmental benefits were obvious.
