摘要
长江流域是我国水土流失最严重的区域之一,经过30多年治理与实践,长江流域水土保持工作取得了显著成效,然而面对老问题和新要求的双重挑战,长江流域水土保持工作仍然任重而道远。为扎实推进长江流域生态保护与修复,建设安澜、绿色、和谐、美丽长江,在系统总结以往工作经验和成效的基础上,提出了长江流域水土流失治理方略;同时针对老问题和新要求,提出了几条建议和展望:系统开展全流域"硬骨头"摸排工作,针对性启动专项技术攻关研究,弄清全流域及重要支流水土保持率,以及研究长江流域"减量、降级、增效"新时代水土保持目标与对策。以期为指导未来一段时间流域水土保持工作提供参考。
The Yangtze River Basin is one of the most serious regions of water and soil loss in China.After more than 30 years‘s management and practice,remarkable achievements on soil and water conservation have been made in the Yangtze River Basin.However,in the face of the dual challenge of old problems and new demands,the work of soil and water conservation in the Yangtze River Basin still has a long way to go.In order to promote the ecological protection and restoration of the Yangtze River Basin,and build a safe,green,harmonious and beautiful Yangtze River,the general plan of soil and water conservation for the Yangtze River Basin was put forward based on the systematic summary of previous work experiences and results.At the same time,to solve the old problems and new requirements,several suggestions and prospects were put forward,mainly including:carrying out systematic investigation on hard issues in the whole basin,launching targeted research on special technology,making clear the rate of soil and water conservation in the whole basin and important tributaries,and studying the water and soil conservation objectives and countermeasures in the new era of"reduction,degradation and efficiency"in the Yangtze River Basin.
