摘要
民族区域自治制度是民族区域自治法的核心,民族区域自治法是一部在法律位阶上仅次于宪法的基本法。民族区域自治制度奠定了党解决民族问题的基本政策,确立了政府处理民族事务的法律制度,夯实了实施民族区域自治制度的法治基础,取得了践行民族区域自治制度的基本经验。民族区域自治制度的法治硕果主要体现在:为少数民族人权保障提供特殊保护,为民族地区生态安全提供法治环境,为民族地区法治建设提供根本遵循,为全面建成小康社会提供法治保障,为中华民族伟大复兴奠定法治基石。民族区域自治制度的法治推进集中表现为:构建民族地区贫困治理体系,构建民族地区社会治理体系,构建民族地区公共服务体系,构建民族地区社会诚信体系。
The system of regional ethnic autonomy is the core of the law of regional ethnic autonomy,and the law of regional ethnic autonomy is a basic law second only to the Constitution in legal rank.The system of regional ethnic autonomy has laid down the basic policy of the party to solve ethnic issues,established the legal system for the government to handle ethnic affairs,consolidated the legal basis for implementing the system of regional ethnic autonomy,and gained basic experience in practicing the system of regional ethnic autonomy.The achievements of the system of regional ethnic autonomy under the rule of law are mainly reflected in the following aspects:providing special protection for the protection of human rights of ethnic minorities,providing a legal environment for the ecological security of ethnic areas,providing fundamental compliance for the construction of the rule of law in ethnic minority areas,providing legal protection for the comprehensive construction of a well-off society,and laying the foundation of the legal for the great rejuvenation of the Chinese nation.The legal promotion of the ethnic regional autonomy system is concentrated in the following:building a poverty management system in ethnic areas,building a social governance system in ethnic areas,building a public service system in ethnic areas,and building a social credit system in ethnic areas.
