总体国家安全观视野下“塑造国家安全”的内涵及实现路径研究

摘要总体国家安全观要求统筹维护国家安全和塑造国家安全,其中塑造国家安全是更高层次的维护国家安全。在世界百年未有之大变局和中华民族伟大复兴战略全局交汇之际,总体国家安全观视野下,探寻塑造国家安全的理论内涵以及实现路径意义重大。塑造国家安全的理念被党中央提出、阐释和完善,经历了一个理论成长和实践验证的过程。塑造国家安全是主动地塑造国家安全,是更高层次塑造国家安全,是更具前瞻性塑造国家安全。塑造国家安全需要在理念上贯彻总体国家安全观、在道路上坚持走中国特色国家安全道路、在战略上完善国家安全战略、在基础上提供情报科技等具体制度支撑、在方法论上坚持系统思维、在学科上推进国家安全学学科建设、在意识上培养全民国家安全意识。 The overall national security concept requires both the overall maintenance and shaping of national security,and the latter one is a higher level of maintaining national security.At a time when the world has undergone great changes unseen in a century and the overall strategy of the great rejuvenation of the Chinese nation are converging,it is of great significance to explore the theoretical connotation and realization path of shaping national security from the perspective of the overall national security outlook.The concept of shaping national security has been proposed,explained and improved by the Party Central Committee,and has undergone a process of theoretical growth and practical verification.Shaping national security is actively shaping national security,shaping national security at a higher level,and shaping national security more forward-looking.To achieve the effect of shaping national security,it is necessary to implement the overall national security concept in concept,adhere to the road of national security with Chinese characteristics on the road,improve the national security strategy strategically,provide specific institutional support such as intelligence technology on the basis,and methodologically adhere to systematic thinking,promote the construction of national security disciplines in disciplines,and cultivate national security awareness of the whole people in terms of consciousness.
