摘要
准确把握共同富裕演进动态及其分布特征对扎实推进共同富裕具有重要先导作用。基于“共同”和“富裕”两个维度,构建共同富裕的综合评价指标体系,运用熵权TOPSIS法测算2011—2020年中国区域及各省共同富裕水平以及共同富裕下“共同”和“富裕”耦合协调度,并采取核密度函数估计共同富裕演变过程和Dagum基尼系数量化分析区域差异。研究发现:当前中国共同富裕水平呈现逐年提升趋势,但总体水平依然偏低,并呈现东部-东北-中部-西部阶梯式分布特征。耦合度分析显示:共同富裕耦合协调度逐年递增,耦合协调度水平由濒临失调过渡到勉强协调;东部地区的耦合协调度由勉强协调进入初级协调,中部地区则由轻度失调进入勉强协调,西部和东北地区耦合协调度也由濒临失调进入勉强协调;共同富裕耦合协调度的绝对差异有所上升且存在轻微的两极分化现象,东部地区和中部地区出现分化现象,西部地区绝对差异呈现扩大的趋势,而东北地区则呈上升趋势,且绝对差异明显扩大;中国共同富裕耦合协调度的区域差异主要来自区域间,呈逐步扩大态势。为实现共同富裕协调发展,应着力推动高质量发展、深化分配体制机制改革,兼顾公平与效率、加快形成区域间统筹发展机制,构建推动共同富裕政策体系及探索区域内部融合发展路径。
Common prosperity is the essential requirement of socialism with Chinese characteristics,but also an important feature of China’s modernization.An accurate understanding of the evolution and distribution characteristics of common prosperity plays an important leading role in promoting common prosperity.Based on the two dimensions of“common”and“rich”,a comprehensive evaluation index system of common wealth was constructed.The entropy TOPSIS method was used to estimate the common wealth level of China’s regions and provinces from 2011 to 2020 and the coupling coordination degree of“common”and“rich”under the common wealth.Kernel density function was used to estimate the evolution of common affluence and Dagum Gini coefficient was used to quantify the regional differences.The results show that the current level of common prosperity in China presents an increasing trend year by year,but the overall level is still low,and presents a stepped distribution of east-northeast,central-west.The coupling degree analysis shows that the coupling degree of common affluence is increasing year by year,and the coupling degree of common affluence is changing from near dissonance to barely harmonious.In the eastern region,the coupling coordination degree entered primary coordination from reluctancy,in the central region from mild dissonance into reluctancy,and in the western and northeastern regions,the coupling coordination degree also entered reluctancy from near dissonance.The absolute difference of coupling coordination degree of common prosperity has increased and there is a slight polarization phenomenon.The absolute difference in the eastern region decreased,but the distribution was not balanced.The absolute difference in the western region showed an expanding trend,while the absolute difference in the northeast region showed an increasing trend,and the absolute difference increased obviously.The regional differences of the coupling coordination degree of China’s common prosperity mainly come from the regions,and show a gradually expanding trend.Based on the above results,four directional suggestions are put forward:to promote high-quality development,deepen the reform of distribution system and mechanism,give consideration to fairness and efficiency,accelerate the formation of inter-regional overall development mechanism,build a policy system to promote common prosperity and explore the path of integrated development within the region,and constantly narrow the development gap,so as to provide decision-making basis for promoting the coordinated development of common prosperity in China in a scientific way.
