摘要
本文采用改进的柯布—道格拉斯生产函数方法,从教育人才贡献指数、高校科技研发人才贡献价值、高校科技研发人才贡献率和高校科技人才贡献拉动率等多维度测度高校科技研发人才的贡献价值。研究结果表明:2001~2020年我国高校科技研发人才贡献价值逐年上升,平均每年递增6.53%;教育人才产出弹性达到资本要素产出弹性的1.5倍,表明我国教育行业增加值已从资本要素驱动转向人才要素驱动。研究结论可为科技研发人才贡献的评测和完善科研管理机制提供相关建议。
This paper uses the improved Cobb-Douglas production function method to measure the contribution value of university science and technology R&D talents from multiple dimensions,such as the contribution index of education talents,the contribution value of university science and technology R&D talents,the contribution rate of university science and technology R&D talents,and the contribution pull rate of university science and technology talents.The results show that from 2001 to 2020,the contribution value of scientific and technological R&D talents in China's universities increased year by year,with an average annual increase of 6.53%;The output elasticity of education talents has reached 1.5 times of the output elasticity of capital factors,indicating that the added value of China's education industry has shifted from capital factors to talent factors.The research conclusion can provide relevant suggestions for the evaluation of the contribution of scientific and technological R&D talents and the improvement of scientific research management mechanism.
