摘要
乡村治理是国家治理的基础。新时代乡村治理现代化是基于人的现代性与组织性特征而勾勒出的,乡村社会有序发展的动态推进过程与愿景目标的有机统一。湖州通过全面夯实乡村治理基础、不断探索乡村治理新机制、有效激发乡村自治活力、持续开展农村平安创建、扎实推进清廉乡村建设、积极推广"余村经验"、发布全国首个乡村治理工作地方标准规范,全面提升乡村经济、政治、组织、文化等方面现代化水平,形成"三治融合"共建共治共享的乡村治理格局,成为新时代基层治理现代化"重要窗口"的示范样本。
Rural governance is the basis of national governance.The modernization of rural governance in the new era is an organic unity of the dynamic process of the orderly development of rural society and the vision,which is outlined by the characteristics of human modernity and organization.By consolidating the foundation of rural governance in an all-round way,constantly exploring new mechanisms of rural governance,effectively stimulating the vitality of rural autonomy,continuously carrying out the construction of safe rural areas,steadily promoting the rural construction of a clean and honest administration,actively spreading"Yu village experience",Huzhou issued the country’s first local standards and norms for rural governance,and comprehensively modernized rural areas in the fields of economy,politics,organization and culture.A rural governance pattern featuring the integration of the three governance systems,joint contribution,joint governance and shared benefits,has been formed.Huzhou now has become an"important window"for the modernization of grassroots governance in the new era.
