摘要
2018年以来我国峰谷电价政策进一步完善。本文在对目前我国30省(市、区)峰谷电价统计分析的基础上,从执行范围、时段划分、时长划分、不同时段电价水平和电价价差比率等方面总结峰谷电价政策实施效果,指出当前峰谷电价政策存在不足:发电企业不执行、居民用电执行不够和部分省商业用电不执行;时段和时长划分按经验决策,考虑季节性因素不够;尖峰和高峰电价水平不高、尖峰(高峰)电价与低谷(平段)电价的价差比率偏小等问题,提出要准确把握峰谷电价的功能和制定方法,尽可能扩大执行范围,时段及时长决策科学化,提高尖峰(高峰)电价与低谷(平段)电价的价差比率和建立峰谷电价政策定期评估与调整机制等建议。本文结论寄期望为进一步完善峰谷电价政策提供决策参考。
Since 2018,China’s time of use electricity price policy has been further improved.Based on the current statistical analysis of time of use electricity prices in 30 provinces(cities,districts)in China,this article summarized the implementation effects of the time of use electricity price policy in terms of implementation scope,time division,duration division,electricity price levels in different time periods,and electricity price difference ratio,and point out that the current time of use electricity price policy has it’s shortcomings.Disadvantages:power generation enterprises do not carry out,the implementation of residential electricity is not strong enough,some provinces do not include commercial electricity,The division of time period and duration is based on experience and seasonal factors are not considered enough;peak hour and peak electricity prices are not high and the price difference ratio between peak hour prices and valley hour prices is small,etc.It is suggested that the functions and formulation methods of peak-valley electricity price should be grasped accurately,the scope of implementation should be expanded as far as possible,decision-making of time division and duration division should be more scientific,the price difference ratio should be improved,and the mechanism of periodic evaluation and adjustment of time of use electricity price policy should be established.The conclusions of this article are expected to provide decision-making reference for further improving the time of use electricity price policy.
