基于模糊数学模型的城市用水价值评估——以塔里木河流域为例 被引量:1

摘要 从理论探索水资源价值评估方式,有利于实现水资源高效利用。本文基于城市水资源价值形成的复杂性,从水量、水质、人口、经济、环境角度构建评价体系,结合层次分析法和CRITIC赋权法确定综合权重,采用模糊数学法评估城市用水价值。结果显示:塔里木河流域城市用水水资源价值普遍超过3元/m^(3),并逐年上升,处于较高水平。由于现行收取的水资源费低于评估结果,因此,应强化水资源商品属性,调整供水价格,以充分发挥价格杠杆调节效应;同时,各区域还应结合用水供需压力,采取开源节流措施提升水资源价值。 Theoretically exploring the way of water resources value assessment is conducive to the realization of efficient water resources utilization and combines the hierarchical analysis method and the CRITIC weighting method to determine the comprehensive weights.Combining the hierarchical analysis method and CRITIC assignment method to determine the comprehensive weights,constructing an evaluation system from the perspective of water quantity,water quality,population,economy and environment,this paper adopts the fuzzy mathematical method to evaluate the value of urban water resources.The results show that the value of urban water resources in the Tarim River Basin generally exceeds RMB 3 yuan/cubic meter,and rises year by year to a high level.Since the current water resource fee is lower than the assessment result,it should be strengthened.lower than the results of the assessment,the price of water supply should be adjusted to give full play to the price leverage effect by strengthening the commodity attributes of water resources.At the same time,each region should also take measures to increase the value of water resources,taking into account the pressure of water supply and demand.
