摘要
中缅边境电信网络诈骗犯罪呈现出与一般跨境电信网络诈骗犯罪不同的特征,抓获并处以刑罚处罚的犯罪嫌疑人多数来自Y省省外,最终以较轻罪名较轻刑罚论处,且案件来源于自首的比例高。这反映出Y省边境社会治安防控中严重的偷渡、刑罚威慑力弱以及社会风气不健康等问题,应当加大科技投入和人才培养,推动网格化管理,增强刑罚威慑力,提高公民素质、构建和谐社会,以及加强国际合作等方面,寻求中缅边境电信网络诈骗治理路径。
The telecom network fraud in Sino-Myanmar border presents different characteristics from the general one.most of the criminal suspects captured and punished come from outside Y province,and are eventually punished with lighter charges and penalties,and most of the cases originate from voluntary surrender.This reflects the serious problems of illegal immigration,weak deterrent of punishment and unhealthy social atmosphere in the prevention and control of border social security in Y province.Hence,we should increase scientific and technological investment and talent cultivation,promote grid management,enhance the deterrent of punishment,improve the quality of citizens,build a harmonious society,and strengthen international cooperation,so as to seek an approach of governance on telecommunications network fraud in China-Myanmar border.
