摘要
通过贸易、投资、证券等账户的开放措施,中国构建了跨境人民币流动合法化的制度供给;通过跨境人民币支付系统、离岸人民币清算中心的建设,中国构建了跨境人民币流动便利化的制度供给。随着制度的不断建立健全,跨境人民币流动在不同账户下都取得了明显成效并有力推动了人民币国际化进程。但在美国单边主义和新冠肺炎疫情的双重冲击下,跨境人民币流动面临严峻考验。建议基于国内国际双循环相互促进的新发展格局转换跨境人民币流动监管思路,依托人工智能、区块链、云计算、大数据的发展升级跨境人民币流动监管手段;根据世界经济不确定性增强的现实前移监管重心,通过管理创新,稳定金融、外贸、外资、投资,维持经济的平稳运行和人民币国际化的有序推进。
Through measures for liberalizing accounts for trade,investment,and securities,China has established institutional supply for the legalization of cross-border Renminbi flows.On the other hand,it has also established institutional supply for the facilitation of cross-border Renminbi flows by setting up cross-border Renminbi payment systems and offshore Renminbi clearing centers.With the continuous establishment and improvement of these institutions,cross-border Renminbi flows have achieved remarkable results under different accounts and strongly promoted the internalization of the Renminbi.However,cross-border Renminbi flows are facing severe challenges due to the dual impact of U.S.unilateralism and the coronavirus disease pandemic.Hence,it is recommended that the government convert the new development pattern of dual circulation involving domestic and international circulation into the idea of supervision of cross-border Renminbi flows,as well as upgrade the methods for supervising cross-border Renminbi flows based on the development of artificial intelligence,blockchain,cloud computing,and big data.In addition,the government should move its focus forward to supervision due to the reality of increasing uncertainty in the world economy and maintain economic stability and orderly advancement in the internalization of the Renminbi through management innovation,financial stability,foreign trade,foreign investment,and investment.
