摘要
新自由主义全球化正在缓缓落幕,构建人类命运共同体是全球化的新开端与再出发。文章认为,从大航海时代开启的全球化进程彻底打破了东西半球相互隔绝的历史,三次技术革命与资本积累的内在动力逐步推进世界贸易、国际分工与全球交往的一体化,人类社会从大航海时代进入地球村时代。文章分析,当今以跨国公司为主导的国际垄断资本主义全球化的实质是资本主义经济殖民形态的强化、资本主义国际分工格局的固化以及国际垄断资本统治秩序的深化。新自由主义的全球化导致了全球发展严重失衡、国际垄断资本剥削加深、世界经济增长乏力的恶果。原有资本主义全球化已经宣告失败,逆全球化思潮渐成气候。文章认为,当前世界逆全球化思潮的兴起既是金融垄断资本主义的恶果,也是新自由主义资本主义模式的失败,更是发达资本主义国家企图重塑资本主义全球化的手段。文章最后指出,人类命运共同体理念包含着全新的政治经济学要义,即共商共建共享的生产关系新理念、开放包容的市场发展新理念、和平发展与和谐发展的竞争发展新理念、促进全球生产力高质量发展目标新理念。
The globalization process started in the era of great navigation has completely broken the history of isolation between the East and the West.The internal impetus of the three technological revolutions and capital accumulation gradually promotes the integration of world trade,international division of labor and global communication.Human society has entered the era of global village from the Age of Exploration.However,the essence of the globalization of international monopoly capitalism dominated by multinational corporations is the strengthening of the colonial form of the capitalist economy,the solidifying of the international division of labor of capitalism and the deepening of the international monopoly capital ruling order.The globalization of Neoliberalism has led to serious imbalance of global development,deepening of international monopoly capital exploitation and weak growth of world economy.The original capitalist globalization has failed,and the trend of deglobalization has risen strongly.The rise of the deglobalization trend in the world is not only the bad result of financial monopoly capitalism,but also the failure of the new liberalism capitalist system,and the means of the developed capitalist countries trying to reshape the capitalist globalization.The concept of a human Community with a Shared Future,which emerged as the times require,contains new political and economic concepts:a new concept of production relations of extensive consultation,joint contribution and shared benefits,a new concept of open and inclusive market development,a new concept of competition development of peaceful development and harmonious development,and a new concept of promoting high-quality development of global productivity.
