摘要
建筑业是能耗最高的产业之一,随着城镇化的快速推进,建筑行业将贡献70%的减排量,但国内绿色建筑占比仍相对较低。本文在对绿色建筑概念、评价体系和政策背景等分析基础上,对国外金融支持绿色建筑产品体系进行分析。对国内现状研究的基础上,提出积极发挥政府在支持绿色建筑中的引领作用,结合老旧小区改造、绿色建筑开发、建筑局部节能改造等不同需求,设计有针对性的金融支持绿色建筑体系。对金融在支持绿色建筑中存在的问题,提出统一标准体系,完善支持保障体系,夯实金融基础设施,加强国际间的金融交流与合作。
The high energy consumption of construction industry is a significant problem for a long time.With the progress of urbanization,the construction industry has huge potential for carbon emission reduction up to 70%,however,the development of green building in China is still at a primary stage.Based on the analysis of green building concepts,evaluation systems and policy backgrounds,this paper reviews the financial supporting system to green building from abroad.In China,the government plays a significant role in supporting green buildings.In consider of old community renovation,the development of green buildings,local energy-saving renovation and many different needs,the government designs a special financial product system.Regarding the problems of the financial supporting system to green buildings,the writers establish a unified standard system to improve the financial supporting system and financial infrastructure,strengthen international financial exchanges and cooperation.
