摘要
在非洲,殖民者兼并土地是一个很常见的现象。然而,从来没有一个国家像南非那样,将土地和政治权利特别是公民权挂钩,即在南非,失去土地意味着最终将失去政治权利和公民权利。失去土地意味着失去南非公民资格,这在全非洲都是一个殖民制度的创新。这个过程是如何发生的?本文试图从一百多年南非土地法的演变来揭示这个内殖民发生的过程,重点描述若干重要的土地法的颁发所造成的社会影响,包括黑人失去土地、政治权利和公民资格,以及二元农业经济结构的出现和黑人的工人阶级化以及贫困化。
In Africa,the annexation of land by colonists is a very common phenomenon.However,there has never been a country like South Africa which links land with political rights,especially citizenship rights.In South Africa,people who have lost land lose their right to participate in political power at first and their citizenship at last.Losing land means losing your qualifications as a citizen of South Africa.This is an innovation of the colonial system in the entire Africa.How did this process happen?This paper attempts to reveal this process of internal colonization in light of the evolution of the land laws over a hundred years,with focus on how the issuance of a number of important land laws has impacted society,including the loss of land,political rights and citizenship by the blacks,the emergence of the dual agricultural economic structure,and the wholesale turning of the blacks into working class and poverty.
