摘要
随着环卫服务市场化的推进,服务外包已然成为新型环卫服务方式,在良莠不齐的外包市场中选择优秀的外包商是环卫服务外包的关键。基于网络层次-熵权(Analytic Network Process-Entropy Weight,ANP-EW)的环卫服务外包评价模型,有效覆盖了目前环卫服务外包商评价的各项重要因素,结合项目实际,采用主客观组合方式,实现针对性赋权。通过案例验证了模型的可操作性与科学性。研究结果表明,该模型可有效提高政府的评价效率,为政府选择优秀环卫外包商提供借鉴及依据。
With the development of the marketization of sanitation service,service outsourcing has become a new type of sanitation service mode.The key to the outsourcing of sanitation service is to choose the excellent outsourcer in the diversified outsourcing market.The evaluation model of sanitation service outsourcing based on ANP-EW effectively covers all important factors of the current evaluation of sanitation service outsourcers.Combined with the actual situation of the project,the subjective and objective combination method is adopted to endow target weights.The feasibility and scientificity of the model are verified by a case study.The results show that the model can effectively improve the evaluation efficiency of the government,and provide reference and basis for the government to select the best sanitation service outsourcer.
