丹麦食品安全风险治理政策演变研究:启示与借鉴

摘要 自新《食品安全法》修订以来,我国对食品安全风险的治理总体形势有所改善,但仍处于管理向治理转型的过渡期,食品安全事件依旧频繁发生,食品安全风险治理机制仍需完善。本文选取丹麦食品安全风险治理作为研究对象,分析其主要食品安全风险治理政策的演变,探寻其对中国食品安全风险治理政策制定的启示。研究发现,丹麦政府能够审时度势把握住改革的契机,逐步实行了官方抽查为主的"笑脸"政策;企业积极配合政府的检查政策,实行危险分析关键控制点制度发挥其自我约束作用;农业部门致力于从源头处解决问题,健全和完善家庭农场主制,大力发展有机农业,实现了对食品生产原料安全的严格把关。 Since the revision of the new Food Safety Law,the overall situation of China’s food safety risk management is improved,but it is still in the transition period from management to governance.Food safety incidents still occur frequently,the mechanism of food safety risk governance still needs to be improved.Food safety incidents occur frequently,and the current food safety risk management mechanism still needs to be improved.This paper selects the Danish food safety risk governance as the research object to analyze the evolution of its main food safety risk governance policy to explore its enlightenment to China’s food safety risk management policy formulation.The study found that the Danish government can grasp the opportunity to reform and gradually implement the"smiley face"policy based on public inspection.The enterprises actively cooperate with official inspection policy and implement the Hazard Analysis and Critical Control Points system to play their self-restraint role.The agricultural sector is committed to solving problems from the source,perfecting the family farm system,vigorously developing organic agriculture and achieving strict safety control of food production raw materials.
