摘要
成渝地区双城经济圈是我国西部地区高质量发展的重要引擎,而生态环境保护是成渝地区双城经济圈高质量发展的重要保障。本研究通过系统梳理成渝地区双城经济圈生态环境协同治理的实践进展,应用实地调研法、文献梳理法开展研究,同时借鉴前人应用社会网络分析法和协同治理理论的研究成果,构建了成渝地区双城经济圈生态环境联保共治理论研究框架。在此基础上,提出生态环境保护联保共治面临的主要问题,分析了问题产生的原因,并且针对性地提出了生态环境联保共治机制的完善建议,为该区域、长江经济带乃至全国实现高水平保护与高质量发展提供支撑。
The Chengdu-Chongqing Economic Circle is a pivotal engine for the high-quality development in western China,and ecological environmental protection is a guarantee for its sustainable progress.This study constructed a theoretical research framework of ecological environment joint protection and common governance in the twin-city economic circle of Chengdu-Chongqing region by systematically reviewing the practical progress,applying the field research method and the literature combing method to carry out the research,and drawing on the research results of the previous researchers who have applied the social network analysis and the theory of collaborative governance.On this basis,it put forward the primary challenges confronted in the current joint protection and co-governance efforts,delved into the underlying causes,and presented tailored recommendations for enhancing the mechanism.The aim is to bolster the region's,as well as the Yangtze River Economic Belt's,and ultimately the nation's endeavors towards achieving both highlevel environmental protection and high-quality development.
