摘要
当前,我国高等教育已经进入普及化发展阶段,面对国际科技竞争的日益增强、高等教育强国建设的迫切需要,高等教育的发展路径由此进入内涵式发展阶段。高校内涵式发展基本内容包含人才培养、学科专业建设、制度建设等多方面,而其中制度建设起着支撑保障作用。新建本科院校因其办学起点低、办学底蕴薄弱、经费不足等现实问题,在内涵式发展阶段以科学有效的制度建设来规范教育教学管理、提升人才培养和治理能力,成了一项迫切而关键的基础性工作。
At present,China’s higher education has entered the stage of popularization.In the face of the increasing international scientific and technological competition and the urgent need for the construction of a powerful country in higher education,the development path of higher education has entered the stage of connotative development.The basic content of connotative development in colleges and universities includes talent training,discipline construction,system construction,etc.,of which the system construction plays a supporting role.Due to the low starting point,weak academic background,insufficient funds and other practical problems,the newly-built undergraduate colleges and universities have become an urgent and key basic project to standardize education and teaching management,improve talent training and governance ability with scientific and effective system construction at the connotation development stage.
