基于正态云组合赋权的城市生态环境质量综合评价 被引量:6

Comprehensive Evaluation of Urban Ecological Environment Quality Based on Normal Cloud Combination Empowerment

摘要 为有效处理综合评价组合赋权过程中的随机性与模糊性,引入定性定量转换的正态云组合赋权模型方法。该方法利用逆向云发生器算法将多个主客观权重进行信息融合,生成不确定正态云组合权重,再兼顾形状与距离正态云相似度测算,按相似度大小进行等级与排序综合评价。以长三角中心区27个城市为例,用该方法对其2020年生态环境质量进行综合评价,结果表明:(1)相对标准评价云的“良”等级,准则层中资源利用偏离最远、生态健康相距最近,并通过交互验证说明评价模型具有合理性与有效性;(2)27个城市的生态环境质量水平均分别处于“一般”与“良”两个等级,其中杭州、舟山、宁波、湖州和台州都在良好的级别中,其余都在一般的级别中。基于此方法,不仅可以给出各评价对象在评价属性中的排序,而且将评价对象与实际标准云之间的关系给出判别,可为决策者对评价区域横向比较和评价单元自身状态纵向判别提供决策参考。 In order to effectively deal with the randomness and ambiguity in the process of comprehensive evaluation combination empowerment,the normal cloud combination empowerment model method of qualitative and quantitative conversion is introduced.This method uses the reverse cloud generator algorithm to fuse multiple subjective and objective weights to generate uncertain normal cloud combination weights,and then takes into account the shape-distance normal cloud similarity calculation,and performs comprehensive evaluation according to the similarity level and ranking.Taking 27 cities in the central area of the Yangtze River Delta as an example,a comprehensive evaluation of the urban ecological environment quality in the year of 2020 is carried out with this method.The evaluation results show that:(1)Compared with the"good"level of the standard evaluation cloud of the ecological and environmental quality levels of the 27 cities,the resource utilization deviates the farthest,and the ecological health is the closest.It also shows that,the evaluation model is reasonable and effective through interactive verification.(2)The ecological environment quality level of 27 cities are respectively in the two levels of"general"and"good".Among them,Hangzhou,Zhoushan,Ningbo,Huzhou and Taizhou are in the"good"level,and the rest are in the"general"level.This method not only gives the ranking of each evaluation object in the evaluation attribute,but also distinguishes the relationship between the evaluation object and the actual standard cloud,it can provide a decision-making reference for decision makers to compare the horizontal comparison of the evaluation area and the vertical judgment of the status of the evaluation unit itself.
