摘要
立足我国国情与实践,本文构建一个描述建筑公司雇佣农民工为房地产公司提供劳务服务的双重劳动雇佣分析框架。借助《关于全面治理拖欠农民工工资问题的意见》实施为准自然实验,本文实证分析了在双重劳动雇佣场景中,农民工工资保障政策形成的跨行业影响。研究发现:政策实施后,农民工工资拖欠风险越高的建筑公司,其加速收回应收款项的程度越高,致使支付农民工工资引起的现金压力在建筑与房地产行业间实现传递;而经营欠款压力越大的房地产公司,受现金压力传递的影响越大,越倾向降低工程投资水平。进一步分析发现,相比投资性房地产,房地产企业调整存货类工程投资的力度更大。本文丰富和发展了劳动保护经济后果的本土化研究,为完善农民工工资保障制度提供了经验证据与政策启示。
This paper constructs a novel analysis framework of dual-labor employment,in which construction companies hire migrant workers to provide labor services for real estate companies.This paper employs the issuance of“Opinions on Comprehensive Governance of Wage Arrears for Migrant Workers”in 2016 as a quasi-natural experiment.It empirically examines the cross-industry impacts of the wage guarantee policy for migrant workers.The results show that the construction companies with a higher risk of delaying payment for migrant workers’wages are more likely to recover the receivables after the policy.Our results indicate that the pressure of cash shortage from wage payments has been transferred from the construction companies to the real estate companies.Therefore,with the exogenous shock,the real estate companies with larger operating payables,suggesting higher pressure transfer,are more inclined to reduce project investment.Further analyses show that the real estate companies adjust the project investment by reducing the real estate for sale(i.e.,inventory)rather than those for trading or renting(i.e.,investment real estate).This paper enriches the literature about the economic consequences of labor protection and provides policy implications for migrant workers’wage guarantee.
