摘要
"行政区经济"是中国转型期特有的一种区域经济现象,具有企业竞争中渗透着强烈的地方政府经济行为、生产要素跨行政区流动阻隔很大、行政区经济呈现稳态结构、行政中心与经济中心高度一致、行政区边界经济衰竭性等五大特征。分析发现湖南省"行政区经济"的正面效应日趋凸出,负面效应仍很明显。提出发挥行政区划手段的作用,大力推进长株潭三市合并设立大长沙市,围绕"一核三极四带"促进区域整合与省域内板块城市群体系,增设城市型政区以适应湖南新型城镇化发展的需要,通过行政区划手段逐步解决历史遗留的非正式政区与"飞地"问题,并提出按照"三个阶段、两条路径、三个梯队"推进省直管县市体制改革,为全国提供经验借鉴。
"Administrative Region Economy"is a regional economic phenomenon in China′s transition period which has the following five characteristics:first,local government economic behaviors infiltrate in corporate competition;second,the cross-administrative flow of production factors is greatly hindered;third,the administrative region economy shows a steady structure;fourth,administrative centers and economic centers are highly consistent;and fifth,administrative borders′economy shows decline.It is found that the positive effects of the administrative region of Hunan Province are increasingly prominent,but the negative effects are still obvious.Based on this,it is proposed to exert administrative-division means,vigorously promote the merger of Changsha,Zhuzhou and Xiangtan to establish a greater Changsha,promote regional integration and the intra-provincial sector urban agglomeration system around the"one core,three key cities and four economic zones",add urban-style political districts in order to adapt to the needs of Hunan′s new urbanization developments,and gradually solve the problem of the informal administrative districts and the enclaves left over by administrative divisions.At the same time,it is proposed to smoothly promote the system of province′s direct management of counties and cities in accordance with the"two paths,three echelons and three stages",and provide experience for the whole country.
