摘要
治理现代化是高等教育发展的必然要求。优化高等教育治理,需要构建管、办、评多元利益主体动态调整的协同机制。依据国家治理的核心理念,构建高等教育协同治理机制,应发挥政府在高等教育治理优化中的服务引导作用,强化大学在高等教育治理优化中的办学主体作用,保障社会在高等教育治理优化中的监督评价作用。政府的服务引导、大学的办学主体、社会的监督评价三者聚合起来,形成了"政府、高校、社会"多元主体协同与"服务引导、办学自主、监督评价"机制的统一,进而达到构建"职责分明、相互合作与及时调整"三者协同的高等教育协同治理机制之目的。
The governance modernization is the requisite in the higher education development.It is necessary for the higher education optimization to establish a cooperative mechanism which includes the management party,the school-running party and the assessment party.According to the core concepts of the state governance,construct the higher education governance cooperative mechanism.The government should play a role of service guide,strengthen the university running subject role,guarantee the supervision and assessment functions of the society in the process of higher education governance optimization.The unity of the government as the service and the guidance provider,the universities as the school-running subjects and the society as the supervisor and the assessor forms a unification which is the combination of the cooperation of the multiple subjects including the government,the universities and the society,and the mechanism of"service and guidance,schoolrunning autonomy,supervision and assessment."In this way could the higher education governance cooperative mechanism,which is the collaboration of clear responsibilities,mutual cooperation and timely adjustment,be established.
