摘要
产业融合是产业发展的趋势,实现粮食加工安全是实现粮食整体安全的关键环节,偏向粮食生产的支持政策是保障粮食生产安全的利器。本文聚焦产业融合对粮食加工业发展的影响,并将政策偏向作为影响因素纳入研究框架进行拓展分析,然后基于我国2008~2018年省级面板数据,采用个体固定效应和门槛回归等计量模型实证研究了政策偏向、产业融合对粮食加工业发展的影响效应。结论:一是产业融合对粮食加工业发展具有负向影响;二是政策偏向加剧了现阶段产业融合对粮食加工业发展的负向影响。最后本文提出了提高粮食加工业生产效率、推动粮食生产支持政策改革以及加快产业融合的同时注重粮食加工业保护等政策建议。
Industrial integration is the trend of industrial development,the realization of grain processing security isa key link to achieve the overall grain security,and the support policies towards grain production are a sharp tool to ensure grain production safety.This paper focuses on industrial integration on the development of grain processing industry.And policy bias was included as an influencing factor in the research framework for extended analysis.Based on the provincial panel data from 2008 to 2018 in China,we used econometric models such as panel Tobit and threshold regression to verify the influence of policy bias and industrial integration on the development of grain processing industry.Conclusions:First,industrial integration has a negative impact on the development of grain processing industry;second,policy bias aggravates the negative impact of industrial integration on the development of grain processing industry.According to the research conclusion,it finally put forward policy suggestions on improving the production efficiency of grain processing industry,promoting grain production support policy reform and accelerating industrial integration with the protection of grain processing industry.
