摘要
推进农村生态文明建设既是在农村内部探索构建环保的生活方式和生计模式的要求,也是城乡一体化发展和实现城乡环境改善的需要。当前农村生态环境治理存在思想认识有待进一步提高、污染治理滞后于城镇建设步伐、村民难以有效参与环境治理、环境治理资金投入不足、农村环境治理法律法规体系不完备等问题。在生态文明建设攻坚期加强农村环境治理,可以采取以下基本策略:加强思想建设,提高环保意识;提高农村干部的生态文明建设领导能力;发挥村民环境治理的主体作用;拓展农村环境治理的资金渠道;完善农村环境治理长效管理机制。
To promote the construction of rural ecological civilization is not only a requirement for exploring and constructing an environmentally-friendly lifestyle and livelihood model within the countryside,but also a requirement for the integrated development of urban and rural areas and the improvement of urban and rural environments.At present,the ideological understanding of rural ecological environment management need to be further improved.Pollution control lags behind the pace of urban construction.It is difficult for villagers to effectively participate in environmental governance.The investment in environmental governance is insufficient,and incomplete laws and regulations system of rural environmental governance.In the crucial period of ecological civilization construction,we can take the following basic strategies:strengthening the ideological construction,raising the consciousness of environmental protection;improving the leadership ability of rural cadres in ecological civilization construction;giving full play to the main role of villagers in environmental governance;We should expand the financial channels for rural environmental governance and improve the long-term management mechanism of rural environmental governance.
