摘要
廉政风险防控对于新时代我国坚持一体推进“三不腐”具有重要现实意义。公安机关廉政风险是诱发公安民警出现腐败行为的可能性因素,通过剖析近年来公安机关廉政风险的典型问题和内在机理,可以发现,廉政风险表征着来自亲密社会关系的具有腐败价值观的围猎者能够诱发执法者的腐败行为。从社会生态的宏观层面看,廉政不仅需要廉洁的权力运用,也需要廉洁的大众参与,不仅要防范公权力的变质,也需要防范围猎者的攻击;不仅需要反腐败斗争的制度约束,也需要廉洁价值观的文化引导。通过加强社会层面的廉洁文化建设和推动社会主义核心价值观大众化来不断构筑“不想腐”的堤坝,这是新时代深化廉政研究、加强廉政建设、防控廉政风险的新思路和新视角之一。
The prevention and control of integrity risks is of great practical significance for China to adhere to the principle of“Three Incorruptions”in the New Era.Integrity risk is a variety of possible factors that induce corruption among police.In recent years,the typical feature of corruption cases in police is that integrity risks induces the corrupt behavior of hunters in close social relations.From the macro level of social ecology,integrity requires not only the honest use of power,but the participation of honest people,not only guard against the deterioration of public power,but the attacks of hunters,not only the institutional restraint of anti-corruption struggle,but the cultural guidance of incorruptible values.By promoting the popularization of socialist core values and strengthening the construction of a incorruptibility culture at the social level,we can constantly build dikes that“Do Not Want To Corrupt”.This is one of the new ideas and perspectives for deepening the study of integrity,strengthening the construction of integrity,and preventing and controlling the integrity risks in the New Era.
