摘要
【目的/意义】政府数据是一种战略性基础资源,是促进产业转型升级的关键因素,基于细分产业场景对政府数据价值发现进行研究,对推动政府数据与产业融合,探寻政府数据潜在价值,助力产业发展具有重要意义。【方法/过程】通过文献调研、内容分析等方法,界定产业场景,阐释政府数据价值发现目标、主体与客体;基于数据生命周期模型梳理政府数据价值发现过程;基于价值发现理论和现实环境构建价值发现路径。【结果/结论】梳理出基于数据生命周期模型的政府数据价值发现过程,构建基于细分产业场景的政府数据价值发现路径。【创新/局限】为研究主体提供一套可行的路径实现政府数据价值变现,助推产业转型升级。
【Purpose/significance】Government data is a strategic basic resource and a key factor in promoting industrial transformation and upgrading. Based on sub-industry scenarios, research on the value discovery of government data is carried out to promote the integration of government data and industry, and explore government data. The potential value is of great significance to help the development of the industry.【Method/process】Through literature research, content analysis and other methods, define the industrial scene,explain the goal, subject and object of government data value discovery;sort out the value discovery process of government data based on the data life cycle model;build value based on value discovery theory and real environment Discover the path.【Result/conclusion】The process of government data value discovery based on the data life cycle model is sorted out, and a government data value discovery path based on subdivided industry scenarios is constructed.【Innovation/limitation】Provide a set of feasible paths for research subjects to realize the value of government data and promote industrial transformation and upgrading.
