摘要
作为西藏与尼泊尔边境重要口岸小镇的吉隆,历史上因起过"五道"的连结作用而闻名;现今,因"一带一路"倡议的落实、现代道路网络的建设与畅通,昔日的边境小镇逐渐变为一个典型的现代边境交通商贸重镇,呈现出经济中心化、社会开放性、文化多元性的特征;潜藏着社会结构性分化、边界人口互动、文化冲突等社会风险;为边境口岸区域社会治理带来新的挑战。本文从路学研究视角出发,聚焦于道路影响下吉隆口岸社会变迁带来的社会风险及边境口岸社会治理问题;提出边境口岸区域及边疆地区治理应完善以政府主导的社会治理体系、平衡经济发展红利分配、加强边域合作等具体解决边疆社会风险、维护边境地区社会稳定治理办法。
As an important town of port on the border between Tibet and Nepal,Kirong is closely related to the road.It was famous for the name of"five roads".In the new era of socialism with Chinese characteristics,due to the implementation of the initiative of"The Belt and Road"and the construction of the modern road network,Kirong has gradually become a typical modern border trade center,showing the characteristics of economic centralization,social openness and cultural diversity.The social changes brought by the road have resulted in many social risks such as ethnic structural differentiation,geographical threats and cultural conflicts,which bring new challenges to social governance in border areas.The study believes that from the perspective of road,the social governance of border areas can be incorporated into a wider area,and focus on the social changes in the border areas under the influence of roads.It can accurately and comprehensively grasp the governance of border areas.The study also proposes to improve the government-led social governance system,balance the distribution of dividends in the process of economic development and strengthen international cooperation to effectively solve social risks and maintain social stability in border areas.
